In order to promote balanced development and revitalize local economies, central and local governments establish annual plans to develop specialized industries in each area, and pool the efforts of local SME support institutions to formulate plans for local industries and develop support projects.
Revitalization of Local Economies with Special Local Development Zones
Once a local government establishes plans based on the local characteristics of the area,
“Special Local Development Zones” are designated through a review process. MSS assists with revitalization of local economies by lifting regulations in accordance
with local characteristics, and applies special case rules including delegation of powers from the central government.
